門診戒菸要編多少經費才夠？

最近泡泡龍不斷抱怨健康局編列的門診戒菸預算不夠，到底要編多少才夠呢？
其實這只是個簡單的計算題罷了，問題是健康局希望多少人戒菸？
以台灣目前450萬吸菸人口計算，假設目標數是每年1％的人戒菸（非常卑微的要求），就是要有4.5萬人戒菸
以目前門診戒菸半年成功率20％計算，要為22.5萬人戒菸才行
以目前平均每人就診2.5次計算，要服務56.25萬人次
每人次目前健康局補助500元，所以總共需要約2億八千萬元
這樣只是1％的吸菸人口戒菸而已
以目前健康局補助8千萬計算，大約可以幫0.3％的人戒菸
也就是10年以後約3％的人戒菸
這樣您說滿意嗎？
政府可以拿出20億為中國賑災
卻拿不出2.8億為台灣1％的吸菸人口戒菸
導致馬總統四年任內將有8萬人死於菸害
真是官僚殺人啊 ...........

[官]字為什麼有兩個口呢?
因為上面那個口要對上交待,下面還要有個口對下敷衍.
支配稅金的所有的公家單位,心態與生態都如出一轍.求個鐵飯碗的基層與夾層人員,我個人對於他們沒辦法有任何期待;高層跟好高高層的狀態更是撲朔迷離啊,三不五時就改朝換代的民主體制,我個人還是不敢對所謂的政策有所奢望.
另一層面,[產][官][學]在這個小宇宙裡一樣存在著矛盾的關係.有形的健康捐與無形的獻金,就如同隱形的柏林圍牆.
牆不是不會倒,第五元素到齊後才有可能倒.
如果有人認為我這些話是在潑冷水,那你一定是誤會了.
我是來加油的,只不過我有我加油的邏輯與方式.
加油!加油!!加油!!!
